    An instrument for measuring student opinions about Britain's Technical and Vocational Education Initiative (TVEI) was administered to TVEI students and in traditional curricula. Teacher opinions were also solicited. The instrument measured the effect of proximity to TVEI programs, gender, and attainment; comparison over time with other groups of TVEI students was also made. Harcourt Horizons Social Studies takes students from first until sixth grade in their social studies curriculum. While Harcourt Horizons is not a homeschool curriculum for social studies, it does meet national social science standards. The TVEI represented the first major intervention by central Government in curriculum development in England and was organised on a local authority level.

The author, Sue Heath, had experienced mixed messages for what students of each gender could expect to achieve and she remained fascinated by the implications of the TVEI for s school.
